If a parent is cutting their child's hair as a punishment, but while doing so, cut the child's head open with the pair of scissors they were using to cut the hair. The child gets taken to an ER, gets staples in their head, and when the parent is questioned about how it happened, the parent lies about the situation.

Is this an act of child abuse?
