If a child is put outside and forced to fill up water jugs/buckets with water while it's below 50 degrees F, is that action instructed by the parent considered child abuse?

Answer: No it is not.

Explanation: Child abuse is when a parent or caregiver, whether through action or failing to act, causes injury, death, emotional harm or risk of serious harm to a child. The child here is not being harmed.
