Answer:

The rate of change is 4

Explanation:

The rate of change can be calculated using the formula;

f(b)-f(a)/b-a

According to this question, a = -1 and b = 1

f(a) = f(-1) = 2(-1+1)^2 -3 = -3

f(b) = f(1) = 2(1+1)^2 - 3 = 8-3 = 5

So the rate of change is;

5-(-3)/1-(-1) = (5+ 3)/(1 + 1) = 8/2 = 4
