No: first of all, 21/27 is equivalent to 7/9, because you multipied both numerator and denominator by 3.

Secondly, you may write 3 as 3/1, and by doing so it should be clear that you have to multiply numerators and numerator among themselves:

3\cdot (7)/(9)=(3)/(1)\cdot (7)/(9)=(3\cdot 7)/(9\cdot 1)=(21)/(9)=(7)/(3)

Answer:

it is not correct because

3 * (7)/(9)

is like saying

(3)/(1) * (7)/(9)

which would be

(21)/(9)

but since it is an improper fraction you have to change it to a mixed fraction which would be

2(3)/(9)

which can be simplified to

2(1)/(3)

Explanation:

hope this was helpful
