It's act as a barrier between the outside environment and cellular content of the cell. It comprises of phospholipid bilayer and integral protein which allow molecules to pass through the membrane and it limits the movement of molecules in the membrane because of it's hydrophobic interior which make the passage of molecules to be selectively permeable.
