x > -2

Explanation:

-3x -2 < 4

+2 +2

add 2 on each side

-3x < 6

then divide -3 by each side and get

x < -2

- 3x - 2 < 4 \\ - 3x < 4 + 2 \\ - 3x < 6 \\ x > - 2

The coefficient for the variable is negative so whenever moved to the another side, you have to swap the inequality sign.
