Do you believe that governments can resolve their differences without resorting to war?

Yes and no it depends on the severity of the actions and discussions. If we are being honest the human brain can almost rationalize anything in a decision making process. so even though the government might be able to work most problems out. some might be better resulted in war even though it’s horrible. For example the bombing of Pearl Harbor it was a attack after a plead and try for peace. So when Pearl Harbor was struck after the meeting agreeing peace there was no option but to fight back and show the strength of a nation and unity when challenged. It’s about political and emotional views of right and wrong. But it also is determined widely by the leadership of the different unions there are many factors to take in.

Answer:

yes, it's fine if they dont agree on the same thing. one may have more power than the other but they should resort a war each time over an arguement. just because you dont agree with something doesnt mean you start violence, it isnt always the answer they could find another to resolve the issue or disagreement that they had.
