It is written as a shocking hyperbole that mocks the way the British landlords have been treating poor Irish tenants. At the time, many Irish people lived in poverty and had problems earning a living. Yet, wealthy British people have bought the land and started charging high rents to the poor.

Swift creates a fictional situation that is supposed to unsettle the reader so much that they feel compassion towards the situation. In his satire, the poor people are forced to sell their children to the rich for meals, while the rich accept this with no empathy at all. This hyperbole is used to finally point out the problem that people constantly ignore and to critique the situation using shock.
