Given the target tire pressure = 32psi

If the tire pressure of the vehicle is 28% below the target pressure, then the pressure of the tire will be;

32 - (28% of the target pressure)

= 32 - (28% of 32)

= 32 - (0.28 * 32)

= 32 - 8.96

= 23.04psi

Hence the new tire pressure if it is 28% below the target is 23.04psi
