This moment in the book puts too much tension on us readers, as well as on the main character, Katniss.

Sixty seconds is all the time she has to plan how to get weapons, food, and at the same time watch that no one kills her in the attempt. Time is so little, and it is so incredible that it even repeats it more than once to give emphasis.

The drama is present since the protagonist could die at that exact moment, and also because she really needs that bow and arrow with which she is so good. They are weapons she needs to avoid dying later.
