Answer:

The earth is tilted about 23.5 deg from vertical in the ecliptic (the orbit of the earth around the sun).

Only locations from -23.5 to 23.5 will see the sun directly overhead at some time during the year.

Since New York city lies on a parallel north of 23.5 deg, it will never see the sun at being directly overhead.
