slope of the line 3y = 2x - 9 , m = 2/3

therefore slope of line perpendicular to given line

m2 = -1/m1 = -3/2

then the general equation of line with slope -3/2 is given by

y = -3/2 ( x ) + c

where c = y-intercept which can be found when more data is provided
