Let the number added to the numerator is x.

ATQ,


(3+x)/(7+2x)=(10)/(21)

Cross multiplying each side,


(3+x)/(7+2x)=(10)/(21)\\\\63+21x=70+20x\\\\21x-20x=70-63\\\\x=7

Hence, the person that is added is 7.
