A (-1,2)

using substitution:

substitute-2x for y in the second function
7x - 8(-2x) = -23

solve for x
7x + 16x = -23
23x = -23
x = -1

plug x = -1 into a function to find y, in this case ill plug it into the first
y = -2(-1)
y = 2

since x = -1 and y = 2
the answer is A (-1,2)
