Answer:
Augustus would be the greater leader in my opinion. Although the primary source of his influence was the fact that he was the great-nephew, adopted son, and heir of Julius Caesar, he was able to consolidate his power to the point, through his leadership, that he was at or near the pinnacle of power from 44 BC to 14 AD.
