Some Federalists were nervous about the rights and powers that were not listed within the Constitution or the Bill of Rights. They were worried about the rights that weren't listed about being protected or not.
The Ninth Amendment best addresses this, as it says that the rights that are not listed within the Constitution, still belong to the people. The citizens are not just to be limited to the rights that are listed, it is more than that.
