Answer:

Responses will vary. A sample response follows: Laws, whether prehistoric or modern, have always been rules used to govern people’s behavior. This has never changed. However, prehistoric laws had a different form of transmission than modern laws. Prehistoric laws were not written down, often for no other reason than there was no writing system with which to record the laws. Therefore, prehistoric laws were passed down through oral transmission. Because of this these laws could easily be changed and be used by corrupt leaders. Current laws are recorded in writing so that they may be referenced by the people that have to follow them. These allows for limitation on laws and lawmakers.
