I am a diplomat sent from a Western Imperialist nation to give a report on a region that is under imperial rule. I visit the Americas, specifically, the Island of Cuba under the Spanish monarchy at the end of the 1800s, just prior to their independence movement.

I am representing the government of Spain.

The island of Cuba, in the Caribbean.

1.- This island has many raw materials and natural resources that can be exploited to the benefit of the Spanish crown.

2.- It is a strategic place for the Spanish kingdom to maintain power and control over this region in the Americas.

Yes. The native black people are "anxious." There are rumors that say that the natives are getting together to talk about initiating a rebellion, led by some mestizos leaders. It is said that they are tired of the Spanish rule and the Encomienda system that exploits the natives.
