so for the y=2/3x+2,

the slope is 2/3, the negative reciprocal is,

- 3/2 (new slope)

y = mx + b

y = (-3/2)x + b

plug in the point (3,4):

(4) = (-3/2)(3) + b

(4) = (-9/2) + b

(4) + (-9/2) = (-9/2) + (-9/2) + b

- 1 / 2 = b

y = (-3/2)x - 1/2
