For example:

The Articles could NOT tax common people to support the cost of the government, they just had to hope that states were willing to pay for the expenses.

The Constitution changed that, making it so that the Government could now tax the common people.

The Articles were meant to make the Federal Government weak, but they made it too weak on accident. So when the Constitution came around they gave the Federal Government more powers to do the job it was supposed to be able to do.
