The equation is nor properly written. Let the equations be;

9x+2y = -8 ...... 1

9x - 3x = 7 ...... 2

Subtract 1 from 2;

(9x-9x) - (2y-(-3y)) = -8-7

0 - 5y = -15

-5y = -15

y = -15/-5

y = 3

Substitute y = 3 into 2;

From 2; 9x - 3x = 7 .

9x - 3(3) = 7

9x - 9 = 7

9x = 16

x = 16/9

Hence the solution (x, y) is (16/9, 5)

Note that the equations was assumed. The same method an be applied to similar problem.
