No it is not.

Explanation:

All right triangles follow the Pythagorean theorem
a^2+b^2=c^2 where the squares of the two shorter sides of the right angle triangle is equivalent to the square of the longest side.

Squares of the two shorter sides:


9^(2)+15^(2)=306

Square of the longer side:


17^(2)=289


306\\eq 289, ∴ the triangle is not a right angle triangle.
