The Constitutional Convention in Philadelphia met between May and September of 1787 to address the problems of the weak central government that existed under the Articles of Confederation.

The point of the event was decide how America was going to be governed. Although the Convention had been officially called to revise the existing Articles of Confederation, many delegates had much bigger plans. ... The delegates elected George Washington to preside over the Convention.
