At an all-way stop, when it comes to right-of-way, "first in, first out" means

C. Yield to any road users who arrived before you

Whoever reaches the complete stop first is always the first to go. If you arrive at the same time, it is the person the the right who goes first. If it is unsure, the drivers can often use hand signals to determine who will go.

Also, if someone is driving parallel to the direction you are, they can go the same time (hopefully that makes sense).
