Assyrian empires implement the monarchy system. Which means that there is one all-powerful ruler who has absolute power over everything that happened within the empire. That person is the King.

But, Assyrian territories were to large for a single person to handle. This is why , they divided Assyrian territories into smaller city-states. Each city states have their own rulers to manage their territory. But , all of these rulers need to answer to the King.
