Step-by-step explanation:

Law is only effective when the vast majority of the people who are subjected to that law agree to it. If most of the people do not achieve such agreement, it will only a matter of time before they revolted and the society turn into chaos.

Because of this, effective implementation is also needed in order for the law to be effective.

The government who create the law need to make the people believe that the laws are important for their benefit. Not the benefit of a small group of people alone. By doing this, they will willingly become a subject to the law and help watch their own community.
