here a few words about why :

the quadrants in a circle start in the right top corner. so, right top is number I.

left top is number II.

left bottom is number III.

right bottom is number IV.

simply because this goes with the growing angle. the angle starts at 0° at the right center. and then it grows counterclockwise and goes all around the circle until reaching 360° being equal to 0° again.
