Add 1 to both sides:

∣3x+1∣=8+1

There are two equations:

3x+1=9 and -(3x+1)=9

Solve the first one:

3x+1=9

3x=9−1

3x=8

x=8/3

Solve the second one:

-(3x+1)=9

−3x−1=9

−3x=9+1

−3x=10

x=-10/3
