In the simplest of terms it granted Black American Males the right to vote. By declaring that no matter what color or race or previous servitude(slavery) that they could vote. Now even though it was ratified in February of 1870 certain parties (cough cough Democrats cough) made it almost impossible for these Americans to vote. They used literacy tests and poll taxes among other dirty tricks to discourage voting by this group of men. When the civil rights act was passed almost 100 years later It got a majority of disenfranchised and discouraged Southern Black Americans to the polls.y
