The Virginia Plan written by James Madison and proposed by Edmund Randolph, which was an option of how the United States would be governed that was the opposing alternative to the New Jersey Plan. The plan called for a strong central government consisting of three branches, a Legislative Branch, an Executive Branch - in which there would be three executives (a.k.a. Presidents) instead of one -, and a Judicial Branch. It also requested a change in the organization of the Congress, shifting from a one-house Legislature to a two-house Legislature, composed of a lower house (House of Representatives) and a higher house (Senate). It was supported by Virginia, Pennsylvania, Massachusetts, and other largely populated states.
