I wanted to solve the question using mathematical approach, then I paused and realised, it was more of a logical question instead.

He has at least 3 hats, meaning it could be 4, 5 or any amount.

We're then told all of his hats are orange except for 2. Let's not mistake this statement to mean, he has 2 orange hats. The statement is rather saying, he has 2 non orange hats.

The same analogy goes for brown and that of blue also. Which brings me back to the question, he has at least 3 hats. What is he has just 3 hats?

This means that,

all his hats(3), except 2 are orange. 3 - 2 = 1. Meaning he has 1 orange hat.

all his hats(3) except 2 are brown. 3 - 2 = 1. Meaning he has 1 brown hat.
