Contractors and temporary workers can both be easily reversed because they were never permanent workers to begin with and promoting employees is not adding to the company's workforce as the workforce remains the same only that employees now have higher titles.

Creating new positions at a company however, can be a tad difficult to reverse. First off, creating a new position on its own is cumbersome work as it requires many steps amongst them defining the job, the pay, roles etc. Then if you have to reverse this you would have to show a legitimate business reason to do so or the new employees might see to it that you get into legal trouble.
