Rue's death is one of the most important scenes of the story. cause through Rues's death an invisible alignment was created between Rue's district (sorry I dont remember her district) and district 12.

People saw how much katniss cared for rue when she sung her the poem. It was like a fairwell song.

Even in the beginning of the story we can see katniss signing to her sister. She was telling her feelings through the poem. Even the tunes of the mocking jay are used as a musical element in the story. Rue and katniss had a secret code which was a tone to call when they are in danger. This tone was mimicked by the mocking jays which kind of created a song.
