What does something need to be for it to be considered language?

Consider: We all agree that English is a language. But why? Is it only words that make language, or is there more? Do you understand your animal? Does your animal understand you? How is this possible? Can there be language without words? Is silence language?

Language is the most perfected form of communication. It is a system of symbols and or sounds. It needs to be used by a group of people to express themselves and communicate. It can be written like most languages in the world. Or it could be different variations such as braille, sign language, Morse code etc.
