I think it is the dirt road because unlike highways, you can get in car accidents, and hurt your self but unlike the highway, on the dirt road you can ride horses walk to your destination and acknowledge the beauty of the nature, and they were easy to make and maintain.My text evidence is, in the passage it says theses paths originally designed for traveling on foot, which means that you can look at nature and stuff like that, and it said that they were easy to make unlike highways which are harder to make.
