How did the promise of a bill of rights seal the deal and create the constitution?

Answer: People were afraid of the idea of a strong central government and the constitution could bring that. So the bill of rights was promised as a result of the people wanting freedom but order. The bill of rights provided people with rights entitled to them as a human being. With the bill or rights promised the people agreed on the constitution to be signed.
