honestly I would think logically. So roads and aqueducts were built before Contantinople's time, so I would say answer A isn't the answer. Sure it said more but would it actually help? I wouldn't say B because when I took notes they never said anything about shipping technology or anything related to it. I would say C but honestly don't really know.
