Parallel lines have the same slope

y = -2/3 x+b

Substitute the point into the equation

-2 = 4/3 +b

Subtract 4/3 from each side

-6/3 -4/3 = 4/3 -4/3 +b

-10/3 = b

y = -2/3x-10/3
