Answer: the answer is when the wheel is at 70.43° after 7.82seconds from when you ride on it

Explanation:

Rule of 3

65ft center meaning the top point at 90° will be at 115ft since the diameter of the wheel is 50ft

If the 90° gets you at 115ft, at what degree will you reach 90ft?

90°----115ft

X°------90ft

(90x90) ÷ 115 = 70.43°

Then if 360° takes 40seconds which is the complete turn

360°----40s

70.43°--X

(70.43 x 40) ÷ 360 = 7.82s
