Answer: I am not sure for #11-- I would probably put that it is the basis of democracy and what allows the people to have a say in who runs the government.

12- Write and pass new laws

Step-by-step explanation:

He can not write and pass laws. The laws need to be written by and passed through congress before the President even looks at them. He can make treaties that need to be approved by 2/3 of congress. He can pardon people and he is the Commander in Chief.
