m = slope

c = intercept on y axis

y=1/5×+4

Comparing with the above equation

Slope = 1/5

Since the lines are perpendicular to each other the slope of the line we are to find is the negative inverse of the original equation.

Slope = -5

Equation of the line using point

(5 , -4)

y + 4 = -5( x - 5)

y + 4 = -5x + 25

y = -5x + 21
