2. The human population of Texas and how they change over time may also contribute to low turnout rates as one-third of the Hispanic population of Texas is not of voting age. Very much younger that it's black and white populations.

3. And lastly, Texas claims by median age the third-lowest median age in the United States and as such is a very young state which many persons ineligible to casts votes. However, the older Texans are also more likely to turn out for local and statewide elections.
