There will be a day that will come and God will be calling out to you, many people coming from every direction that once were miserable unhappy just like you and are now happy with so much love and with their sins washed away. It says how others who love him are just having such a great time and wonderful things are happening while those who are not close to God are sad and instead of filled with life are fading away. the rhetorical question "how can you rest in such condition?" very easily translates to how can you pass up something like that when it comes your way when you are living the way you are living with nothing at all and being unhappy.
