Formula of horizontal shift to c units to left :

h(x)=f(x+c)

So,f(x+3) is horizontal shift to 3 units to left

Formula of vertical shift to c units downwards :

h(x)=f(x)-c

So,f (x+3) - 1 is vertical shift to 1 units downwards

So, The new function f(x+3) - 1 is horizontal shift to 3 units to left and vertical shift to 1 units downwards

Given coordinates : (3,-2)

Shift 3 units to left

So, New coordinate = (3-3,-2)=(0,-2)

Shift 1 unit downwards

So, New coordinate = (0,-2-1)=(0,-3)
