Steve gives his blessing so Pete and Mary can be married. Even though Joe won the contest, he did not like to marry Mary. Instead he volunteered Pete to marry Mary because he came second to Joe. Steve has to give his blessing because Mary is his daughter and the main purpose of having the contest is to find a husband for Mary.
