Answer:

Established by the Articles of Confederation, the Congress of the Confederation was the legislative branch (though it technically also had executive functions) of the newly blossoming government, that was composed of delegates from each of the states (one delegate per state)!

It served as the governing body of the country from March 1, 1781, to March 4, 1789, and it eventually issued the Deceleration of Independence.
