First, we need to find how many years are in between 1977 and 2004:
2004-1977 = 27

And the different between the prices:
175-15 = $160

Since this is supposed to be linear, we can do 160/27 which is about 5.925.

We can round this out to be about $6 cheaper per year, or $5.90.
