Yes, this question is talking about similarity. I see why you may be confused because of the weirdly rotated triangles.

These triangles are similar

the scale factor is 1.5

I found this by dividing corresponding sides. For example I did 24/16=1.5, I did the same for the rest of the sides and got 1.5. That means 1.5 is the scale factor.

This is sss since they are similar with their sides
