Answer:

Its necessary because there are adults with kids. The fact that adults like them are around kids its not good. The fact that the kids were with those adults could change there childhood even more and maybe encourage them to become like those adults. Thats why we want the kids to be with other kids so that once they get out of there they could build up a life and be someone new full of opportunities.
