In 1810 both Great Britain and France had taken action against the U.S. for not taking sides in their war. France was also seizing American ships at this time. If I was James Madison, I would declare war against France. They were seizing ships meaning that it stops the trade plus no new supplies come in.

Not to mention, if you declare war on two countries, it'll be a stressful time to send out more troops to both countries to fight. More men may lead to more death.
